We can't exactly set one speed limit for Roger and another for
the average drivers. As you've noted, the other drivers become
a road hazard under those circumstances.

Which is why we also have minimum speed limits, though we
usually don't spend the money to post extra signs notifying
the driving populace of such. So really, speed limits
represent a range of speeds at which the general public can
reasonably be expected to travel safely within.

Not that it makes much difference these days. We don't have
the money to build roads straight enough and flat enough for
anyone to drive safely at more than about 80mph, and often
not even that.
