ISPnet maintenance - Rescheduled (again) - now Wed-Thu, July 29-30

This is a reminder of the previously announced maintenance
window scheduled for tonight, midnight to three AM, which
is still on-schedule, barring any last minute glitches with
Verizon.
The related pretest (mentioned in the earlier announcement
and quoted below for reference) was completed successfully.
