Early afternoon routing instability

ISPnet suffered a period of routing instability early afternoon
today, approximately 12:05-12:20 PM EST.

During that time, customers experienced increased latency for
most traffic and inability to reach certain portions of the net.

The ISPnet routers most affected were at out POP at 25 Broadway.
Throughout, we were able to access these routers remotely to
monitor the situation.  One of our techs, was dispatched to 25
Broadway as a precaution and arrived at 12:30.  However, the
symptoms cleared by itself without our taking any action, either
remotely or on-site.

The problem appears to have been triggered by a major routing
flap on one of our upstreams.

We will investigate further and will attempt to find ways to
prevent future upstream routing flaps from having such a
drastic affect on our customers.
