[ispnet-announce] Verizon network issues

This is not an announcement of a problem specific to ISPnet.

This is a general warning of an existing problem on the net
that might affect your network use.

There have been many reports of packet loss within the Verizon
network, including reports from different regions, including
New Jersey and California.

ISPnet does not peer directly with Verizon, and so we don't
have any direct measurements of the problems.

Our knowledge is currently limited to anecdotal reports on
various mailing lists.
